Disability living Allowance (DLA)

For new applicants, DLA is generally only available for children. Some people over the age of 65 may be able to claim DLA in certain circumstances.

DLA is gradually being phased out and replaced by Personal Independence Payment.

DLA  is divided into two components and within those components there are different bands of entitlement.

  • The care component
  • This has three  rate bands
  • The low rate band of £21.80 per week is payable if you need some help during the day.
  • The middle rate band  of £55.10 is payable if you frequent help and supervision is needed
  • The higher rate band of £82.30 is payable if you need supervision throughout the day and night or if you are terminally ill.

Mobility component

This has two rate  bands:

  • The lower rate band of £21.80 per week is payable if you need  help outdoors.
  • The higher rate band of £57.45 per week is payable if you have more severe difficulties.

Personal Independence Payment (PIP)

This benefit is available for those aged between 16 and 64.  Claimants will have to show a long term health condition or disability, and have difficulties with daily living or mobility. The difficulties need to have been present for 3 months and expected to last at least another 9 months, except where there is a terminal illness which will remove this requirement.

PIP is divided into two components Daily Living and Mobility.  Each component has two rates, a standard rate and a enhanced rate.

Daily Living Component

  • This is paid at a standard rate of £55.10 per week or at an enhanced rate of £82.30 per week.
  • You will be entitled to the daily living component at the standard rate if:
  • Your physical or mental condition limits your ability to carry out certain daily living tasks such as preparing food, dressing and bathing and
  • You meet the required “period condition”i.e. difficulties need to have been present for 3 months and expected to last at least another 9 months. You will be entitled to the daily living component at the enhanced rate if:
  • Your physical or mental condition severely limits your ability to carry out certain daily living tasks and
  • You meet the required period condition (as detailed above)

Entitlement is based on an assessment which is undertaken by one of two providers – Capita and Atos Healthcare (each provider covers different parts of the UK).

During the assessment, you will need to score:

  • At least 8 points to be entitled to the standard rate of the daily living component. 
  • You will need to score at least 12 points to be entitled to the enhanced rate.

Mobility Component

This is paid at a standard rate of £21.80 per week or at an enhanced rate of £57.45 per week.

You will be entitled to the mobility component at the standard rate if:

  • Your physical or mental condition limits your ability to carry out certain mobility activities such as planning journeys and
  • You meet the required period condition (as detailed above)

You will be entitled to the mobility component at the enhanced rate if:

  • Your physical or mental condition severely limits your ability to carry out certain mobility activities and
  • You meet the required period condition (as detailed above)

During the assessment, you will need to score:

  • At least 8 points to be entitled to the standard rate of the mobility component. 
  • At least 12 points to be entitled to the enhanced rate.

Attendance Allowance

This benefit is available for those aged 65 years or over who are physically or mentally disabled and need help with personal care and supervision in order to be safe.  Attendance Allowance can be paid in addition to State Pension and Pension Credits. 

You cannot receive Attendance Allowance if you are already in receipt of DLA or PIP. 

Attendance Allowance is paid at two rates,  a lower rate of £55.10 per week is payable for those who are in need of help during the day or the night and a higher rate of £82.30 per week is payable  for those who need help during the day and night.

If you are terminally ill then you will automatically receive the higher rate.

Motability vehicles

Although not a cash benefit they are available to those who have been awarded the higher rate mobility component of DLA, enhanced rate mobility component of PIP, War Pensioners’ Mobility Supplement or Armed Forces Independence Payment.

Any of these allowances can be exchanged to lease a car through the scheme.
